I just thought I’d share the following CODAP document I made testing out a way to deal with times in multiple different time zones, in case it is helpful for anyone else. Take a look at the formula for the “date & time (UTC)” column. I believe CODAP basically assumes dates/times are Coordinated Universal Time (UTC) and there isn’t a way to specify time zone for a date/time attribute. But, if you know the time zone/have an attribute for time zone, you can use a formula to convert the times to UTC by adding or subtracting the number of seconds of time difference between UTC and the time zone in question. So, for example, as of today, UTC is 4 hours ahead of US Eastern time, so to change the current time for me of 10:37 am Eastern to UTC I would need to add 14,440 to the time (60 minutes times 60 seconds times 4 hours).
